Mobilise civil society for the right to education for all children in Moldova

Since the country’s independence the Education system in Moldova is going through a continuous process of reformation. Often, uncorrelated and discontinued legislative changes, ungrounded policies developed due to unstable politics and changed priorities, have destabilized, and stagnated the process.

In consequence education sector stays problematic and affects the country's human and economic development. Inclusive Education is one of the most vulnerable components of the national education system. Though, in the last 10 years, important steps have been made to improve the quality and inclusiveness of the education, a large number of vulnerable and marginalized children (including children with disabilities, migrant and refugees’ children, Roma, poor etc.) across the whole country still do not have access to educational services that would meet their particular needs.

One of the main problems is the insufficient funding allocated for these purposes combined with its inefficient management at times. Civil Society Organizations (CSOs), especially those at local level (which are closer to beneficiaries) should strengthen their capacity and role in advancing the rights of vulnerable children and youth to quality education. They should take the lead in monitoring the public budgeting planning and execution at local level, identify real needs of the education system beneficiaries and make evidence-based advocacy towards authorities at all levels, requesting more transparency and accountability in policy and decision making in all issues regarding the welfare of all children.

These in combination with an efficient funding mechanism in place, are the main keys to ensure the implementation of an equitable, universally accessible Education for All. This project aims at providing the NGO Alliance and Education for All (EFA) group members with capacity and most of the necessary tools and mechanisms for the above-mentioned purposes.

One of the main outcomes of the project is to achieve a greater inclusiveness and representation of various affected vulnerable groups. Withing the project the NGO Alliance and EFA group members will have the opportunity to contribute to and learn from shared knowledge and expertise towards building a more inclusive and better-quality education system.

Through this intervention we believe to contribute to a real transformative systemic change in the educational sector. This will be possible only in strong collaboration with the Governments of the Republic of Moldova, the Ministry of Education and Research (MoER), the local public authorities responsible for education and communities.

Human rights-based approach and Gender equality and mainstreaming are key principles of the project and will be ensured by legality, universality and indivisibility of human rights, participation, non-discrimination, accountability, transparency and will be applied in each step of the project cycle from identification, formulation, implementation, monitoring to evaluation.

The project will apply gender-sensitive indicators to monitor and evaluate impacts of the various project tasks, striving for gender-balanced project team and governing body and members with awareness on gender issues.

The first phase of the project was implemented in 2020-2021 with support from Education Out Loud of 185.605 USD.
