Education Out Loud is the world’s largest fund supporting advocacy and accountability for education with a funding envelope of US$133 million.
Education Out Loud strengthens civil society organizations to help them mobilize citizens, promote transparency and affect policy change in the education sector. Our work improves the conditions that allow for more effective global, regional and transnational advocacy. We support civil society networks to be more inclusive of local and marginalized groups and strengthen their capacity and influence in formal education policy processes.

At the country, regional and transnational levels, Education Out Loud supports civil society organisations. Building on 11 years of funding through the Civil Society Education Fund, Education Out Loud supports 60 national education coalitions, 14 national advocacy and accountability organizations and 6 regional/transnational alliances.
By funding adaptive and learning-oriented practices that strengthen transparency, accountability and civic participation in education, Education Out Loud supports institutionally healthy and sustainable civil society organizations to be able to effectively advocate for education on behalf of the public interest.
Education Out Loud funds activities across five areas:
- Policy dialogue: Participation of civil society in education planning and policy dialogue
- Public engagement: Social mobilization, communication and campaigns supporting education
- Data and transparency: Development of tools for accountability and tracking of public education budgets and program implementation
- Analysis: Research on education challenges and policy implementation
- Strengthening civic capacity: Capacity support and peer learning for civil society organizations, coalitions and alliances.

Education Out Loud is managed by Oxfam Denmark, with a Global Management Unit based in Copenhagen, Denmark and four Regional Management Units:
- Regional Management Unit for Western and Central Africa based in Dakar, Senegal
- Regional Management Unit for Latin America and the Caribbean based in Guatemala City, Guatemala
- Regional Management Unit for Horn, Eastern and Southern Africa based in Kampala, Uganda
- Regional Management Unit for Asia and Pacific based in Kathmandu, Nepal
While the Global Management Unit coordinates the overall Education Out Loud program, the Regional Management Units work closely with the grant recipients in their region and support them throughout the course of a program.
Strategic decisions such as partners’ selection processes and learning priorities are advised by a group of independent civil society and advocacy experts serving on Independent Selection Panels. Education Out Loud receives the advice of one Global Independent Selection Panel and four regional selection panels corresponding to the four Education Out Loud Regional Management Units.
