Enhancing the enjoyment of the right to education in Mongolia
The education system of Mongolia is faced by several challenges. Among the most severe are issues of access, equity, inclusion, gender discrimination, child abuse, poor quality, and lack of finances. The primary goal of this project, led by the “All for Education!” National Civil Society Coalition (AFE) is to contribute to address the above challenges and ensure quality, safe, and inclusive education for all children and youth in Mongolia.
The project builds on a previous phase implemented between April 2022 – December 2023, which already has brought about organisational, policy, and budget related results. During the next project phase between 2024 – 2026 the work will be centred around three main objectives:

Further enhance policy advocacy efforts aimed at improving the quality of education in public schools.

Increase accountability at the local and school levels for educational outcomes, resource allocation, and decision-making processes.

Strengthen the AFE Coalition through enhanced learning collaboration.
By the end of the phase, the project is expected to have contributed to:

Education policies and plans promote gender responsiveness, and thereby increase inclusivity, equitable opportunities, and effective implementation of gender-sensitive strategies.

Marginalised groups are able to participate, and meaningfully engage in educational opportunities, programmes, and services.

Enhanced school governance practices, characterised by transparent decision-making processes, effective leadership, and active involvement of stakeholders, resulting in improved educational outcomes and a conducive learning environment.

Increased budget allocation for marginalised groups with equitable distribution of resources to foster inclusivity and provide equal educational opportunities for all marginalised groups.

Strengthened capacity and participation of AFE members and branches through sustained trainings.
During the project implementation phase, a national reform on primary and secondary education curricula is planned. AFE will use this opportunity to influence the process to better the quality of education. AFE plans to expand this activity by reaching out to education specialists and public officials involved in research, in-service training, curriculum, and textbook development. Through trainings and collaboration on curriculum reforms the project will ensure gender sensitive and non-discriminatory school curricula and textbooks.
The project gives high priority to gender responsive policies and monitoring, specifically in areas of preventing gender-based violence, ensuring child protection and non-discrimination, and inclusion of gender-relevant provisions in the new education law together with action plans and programmes that will be developed in the implementation of the law.
Inclusion has been a long-term advocacy priority of the coalition, which has been actively involved in addressing the education needs of marginalised groups. In this proposal, the coalition intends to further strengthen its membership, advocacy, and budget work for disability-inclusive education. Apart from this sector, AFE is also actively involved in addressing the education needs of ethnic minorities and other marginalised groups, including nomadic communities.
