The proposal consists of scaling up the 2020-2021 Project: "Raising the Voice of Civil Society for free public education in Honduras" in 30 municipalities in four new departments and consolidating and scaling up the results and experiences obtained from the action in 40 municipalities in 6 departments where the 2020-2021 project was implemented.

The Honduran education system is characterized by low access of the most vulnerable population, low quality, high digital divide due to the measures taken for the prevention of COVID-19, being the most affected: indigenous peoples, people with disabilities, rural and urban population under the extreme poverty line.

It also faces old problems such as: human rights violations, violent school environments, teenage pregnancy, migration and internal displacement, low funding, little knowledge of education policy such as the Education Sector Plan (PESE) 2018-2030, formulated by the State to contribute to SDG 4, low level of participation in the defense of the DHE and criminalization of student and civil society protest.

It seeks to "contribute to strengthening the participation of civil society, congressmen and other decision makers in the education sector at the national, regional and local levels in the follow-up and monitoring of the implementation and financing of the education policy (PESE 2018-2030 and Project N.169161) from the approaches of the DHE, youth participation and gender perspective.

With a view to contribute in the solution of the exposed problematic, the Dakar Forum-Honduras (FDH) presents this project, which consists of two axes and four components:

Axes:

1. Scaling up of the Project "Raising the Voice of Civil Society for free public education in Honduras period 2020-2021", in 30 municipalities of four new departments that are beneficiaries of Project No 169161.
2. Scaling, monitoring and consolidation of the results generated by the project implemented in the period 2020-2021 in the 40 municipalities and 6 departments.

Components:

1. Training and information of the new deputies, authorities of the educational system, local governments in the follow-up of the Guidelines Proposal that proposes guidelines, procedures, guidelines and methodologies for the implementation of the PESE, delivered to the outgoing authorities of 2021 so that they can take it to law initiative.
2. Expansion of the oversight capacities of grassroots organizations and governments of 40 municipalities of Project No. 169161 and scaling up to strengthen 30 municipalities in 4 new departments.
3. Consolidation of the FDH's Educational Monitoring Observatory to generate information that allows for evidence-based advocacy.
4. Consolidation of the capacities of FDH members, based on collaborative learning at national, regional and international levels such as: CME, CLADE, AME, UNDP, ECLAC, CAMEXCA among others.

Direct beneficiaries: Deputies, Education Sector Institutions, Civil Society Organizations (women, youth, parents, mothers, local governments, two hundred thousand citizens through the radio).

The project is based on the following approaches: HRBA, Gender Perspective, Inclusion of the most vulnerable groups, disability, Youth Participation, Theory of Change and Adaptive Management.

The first phase of the project was implemented in 2020-2021 with support from Education Out Loud of 299.964 USD.
