The education system of Mozambique is facing persistent challenges, stemming from low investments to the education sector. This hinders the fulfilment of the right to education, particularly for the most marginalised groups, including people with disabilities, girls, and people living in poverty.

This project, led by Movimento de Educação Para Todos (MEPT) seeks to address the low investment in the education sector, in order to ensure that all children have access to public, inclusive, equitable, and quality education.

The project will further the efforts made by MEPT during the previous project phase, implemented between April 2022 – December 2023. The coalition has already been successful in achieving changes in the education sector and will seek to consolidate these results, by ensuring that issues of funding, gender, and inclusion are properly addressed. Further, the project seeks to strengthen the advocacy skills of member organisations to better deal with these areas and influence improvements in the coalitions performance, through participation in technical and political dialogue with the sector.

More specifically, the project will seek to obtain three main objectives during the current project period:

1. Ensuring a more inclusive MEPT with greater capacity to engage in analysing, monitoring, and influencing education policies. 
2. Influencing an increase in the allocation of resources to the education sector, to enable the effective implementation of more inclusive and gender sensitive education policies.
3. Ensuring that the MEPT Executive Secretariat is robust enough to function fully.

The project intervention is designed around advocacy actions, based on concrete evidence. The coalition will engage its members in producing evidence to influence discussions on the sector’s policy reforms, particularly on inclusion and gender. Such change can only occur if the members of the network have adequate capacities to monitor and influence policies, and therefore MEPT will host exchange sessions between MEPT members and other networks, as well as update the lines of advocacy and tools for the network and its members to be adjusted according to the reality of each organisation and level of action.

The project will engage key stakeholders, in order to achieve sustainable results. MEPT’s main focus will be on engaging members of the network, young students, school councils and teacher organisations, and organisations working with girls’ rights, people with disabilities, and human rights. Additionally, MEPT will draw on its experiences from the last project phase and involve the media and parliamentarians in advocacy activities, as these actors have good abilities to influence governance changes.

Finally, the coalition will use its strong relation to the Ministry of Education to ensure the ideas and knowledge from its members will be included in different high-level discussions.

By the end of the project implementation, MEPT is expecting to have contributed to members actively engaging in monitoring, analysis, and influencing education sector policies; more inclusive and gender sensitive policies within the education sector; and sector funds allocated and managed more efficiently and effectively, with enhanced focus on investments through the strategic influence of MEPT.
