Promoting Enabling Environment to Advance Quality Learning Outcomes for Girls and SENDs

Inclusion is crucial for academic performance and steady enrolment in Ghana. Despite the government prioritising education as a means to economic and social transformation, there are persistent unresolved educational issues which requires the efforts of important stakeholders like CSOs in supporting children with Special Educational Needs and Disabilities to continue to have equal access to education. Additionally, large gender gaps do exist, with rural areas particularly in the Northern, Savannah, Oti, and Western North regions being the most disadvantaged.  

GNECC, through this project, will monitor the implementation of education policies such as the IE policy, Girls' Education and Gender in Education policy, and the Continental Education Strategy for Africa (CESA). GNECC specializes in research and rights-based advocacy, using evidence to engage government and stakeholders to influence policy decisions that will promote quality education for the most vulnerable. We will work closely with policymakers, leverage key policy spaces, and collaborate with stakeholders to drive positive change in Ghana's education landscape.

GNECC will work through three main strategies to achieve the overall objective, namely: 

  1. To further strengthen and sustain GNECC systems and structures for effective leverage of policy spaces to advocate and influence policy measures for improved learning outcomes for all school children, especially Girls and children with SEND in Ghana by 2026. 
  2. To advocate for improvement in inclusive education budgeting/financing for improved gender and SEND-responsive teaching, learning practices, and outcomes in Ghana by 2026.. 
     

The project builds on the efforts already made during the previous project phase, implemented between April 2022 – December 2023. By the end of the current project phase, GNECC is expecting to have contributed to:  

  • Improved Gender Equality, Quality Teaching and Learning at the Pre-tertiary Level in Ghana. 
  • GNECC’s capacity in advocacy strategies at all levels of its structures enhanced leading to strong advocacy for effective education policy implementations focusing on Girls and children with SEND. 
  • Strengthened and inclusive national education coalition that advocates for access and delivery of quality education for all. 
  • Gender and SEND responsive teaching and learning practices, equity and inclusion in public pre-tertiary institutions enhanced.

The project is designed around several strategic interventions that are expected to contribute to the achievement of the overall objective to strengthen the administrative and governance capacity of the national coalition to undertake effective national and community-based advocacy to influence education delivery in favour of the most vulnerable and marginalised children and youth in line with the Sustainable Development Goal (SDG) 4. Furthermore, GNECC will engage a number of different stakeholders, such as the Ministry of Education and other ministries, Ghana Education Service, district assemblies, parliamentary committees on education, and the media to ensure the success and sustainability of the project results. 

A previous phase of the project was carried out between April 2022 – December 2023. The current project is part of the EOL extension phase of 2024-2026. Read more about the previous phase of the project here.
