Advocating for the Right to Inclusive and Equitable Education

The Angola Project - Education Out Loud - aims to continue strengthening the intervention capacity of social actors of the members and non-members of the AASCS Network in educational policies to advocate for the improvement of quality in education for marginalised communities such as economically vulnerable families with extreme poverty, ethnic minority groups with extreme poverty, ethnic minority groups (Coi-Sans), pastoralist groups, low-income rural communities and children with special needs, visual impairments, hearing impairments, wheelchair users.

The specific objectives of the project can be divided in two: 

  • AASCS-EpT and its members have become stronger, more inclusive and accountable, with improved systems to promote the right to education for all.    
  • AASCS-EpT and its members contribute to the formulation and implementation of inclusive and gender-sensitive education policies in order to better meet the right to education of marginalised groups by 2026.  

The current phase of the project will reinforce the actions already carried out in the first phase of the project, implemented between April 2022 – December 2023.  Main activities of the project will include: 

  • Holding technical and administrative training sessions for AASCS-EPT member organisations and other interested parties in the areas of Lobbying and Advocacy, Project Preparation and Basic Accounting and Finance. 
  • Hold sensitisation meetings with the different stakeholders in the fields of education, finance and planning.
  • Analysing and documenting, by means of a detailed study, the disparities in access to education in Angola, with a focus on disaggregated analysis by gender, the physical and mental condition of children, the situation of teachers, as well as assessing the quality and accessibility of educational infrastructures.
  • Establish and strengthen partnerships with organisations that support people with disabilities to develop information and educational materials on the process of including people with disabilities, ensuring that they are accessible to different types of disability, such as materials in an easy-to-read format, videos with subtitles and sign language.
  • Hold national conferences to reflect on the 2024 State Budget allocated to the education sector, the funding gaps and the resources needed to fund the inclusion of marginalised children and those excluded from the normal education system, education. 

Part of the activities include exchange meetings and conferences to share knowledge and experiences, particularly with advanced networks in the field of education. This shall boost the performance of the Angolan network in various aspects such as advocacy and action. These exchanges, together with training sessions, will also maximise the skills and experience of the networks. 

By the end of the implementation phase, the project is expected to have achieved several sustainable results including: 

  • The technical and administrative capacities of Member Organisations and the AASCS-EPT, as well as other stakeholders, are promoted and strengthened in the fields of Lobbying and Advocacy, Project Preparation, Basic Accounting and Finance, Networking Approach and Internal Structuring, seeking internal solidity to influence significant policies and changes in the education sector.
  • The budget allocated to education was increased, reflecting the inclusion of marginalised children.
  • School infrastructure sensitive to physical and mental condition and the policy of including people with disabilities in schools are promoted and advocated to the government and its local bodies during the 36 months of project implementation. 

These sustainable results will contribute to the long-term advancement of inclusive education in Angola, promoting equal education opportunities and the social and economic development.
