The overall aim of the project, led by Society for Access Quality Education, is to ensure effective and broad-based civil society participation in policy processes and social accountability towards achieving gender responsive, inclusive, resilient, equitable, quality, and free public education for all, especially focusing on girls, children with disabilities, poor, as well as religious and ethnic minorities. 

The project also aims to address the current challenges to education caused by climate change and cuts in education financing in Pakistan. By engaging with federal and provincial governments, PCE seeks to influence the development of a shock resilient education sector, in addition to advocacy on debt distress that aims to prevent compromising public investment in education. 

Policy advocacy, social accountability, and capacity strengthening are the three key elements in achieving changes in the education system. These strategies will be used in evidence generation, lobbying and engagement, forging alliances and partnerships, building capacities and raising awareness about key agendas, including debt distress and resilient education. All together the project will influence education policy and planning, increase social accountability, youth engagement, and media advocacy. 

The progress and results of the project will be disseminated through knowledge sharing workshops, policy briefs and reports, media engagement, as well as collaboration and partnerships. 

By the end of the implementation phase, the project expects to achieve: 

• Increased knowledge and participation of youth in policy development processes and advocacy actions. 

• Enhanced evidence generation and civil society engagement across all levels to promote inclusive planning and implementation of the right to education and the Sustainable Development Goal 4 agenda through robust advocacy efforts. 

• Promote transparency and accountability of national education policies and systems through enhanced public discourse. 

• Increased public awareness of education policy issues, leading to informed public discourse and greater accountability of education stakeholders. 

• Promote across-the-board accountability through collaborative learning, enhanced capacities of civil society and its robust participation in national and global education policy processes. 

• Developed collaboratives, alliances and partnerships with organisations and networks working with similar education issues at regional and global level. 

The project is a continuation of the project phase implemented between April 2022 – December 2023. PCE will continue to learn from its past experiences and draw on lessons learned in the past phase of the project. Furthermore, strategies of learning collaboratives, peer-to-peer learning, and co-creating will together with partnerships with non-education organisations and networks ensure learning from other NECs, regional and global education movements. 

By fostering collaborations and engagement with different stakeholders, the impact of the project will be enhanced and sustainable efforts ensured. To bring about long-lasting change to the education sector, policy makers will be engaged, and the project will prioritise to work through existing structures. And by equipping CSOs with the necessary skills, knowledge, and resources, the project aims to create a sustainable network of advocates who can drive change in the education sector. 

A previous phase of the project was implemented between April 2022 – December 2023. The current project is part of the EOL extension phase of 2024-2026. Read more about the previous phase of the project here.
