The Tax and Education Alliance (TaxEd) was initiated in 2019 to secure a sustainable increase in domestic financing of public education systems, so that developing country governments can achieve Sustainable Development Goal 4.

The alliance brings together, ActionAid, the Tax Justice Network (TJN), the Global Alliance for Tax Justice (GATJ), Tax Justice Network Africa (TJN-A) and Tax and Fiscal Justice Asia (TAFJA) and Education International (EI). A previous phase of the project was conducted between February 2021 – December2023, and now the work will continue and build on efforts made in the previous phase.

The TaxEd Alliance is working in three target countries: Nepal, Senegal, and Zambia.  The project will build on the momentum of the alliance building, cross-sectoral research, and transnational advocacy. TaxEd Alliance members at global, regional, national, and local levels will continue their work in holding duty-bearers accountable to their commitments on education financing and will provide renewed pressure on governments, multilateral organisations, and financial institutions to prioritise progressive taxation and gender transformative and inclusive spending in education.

The TaxEd Alliance has already contributed to ensuring that taxation is included in strategic, cross-sector dialogue on sustainable, domestic financing of public education between the Ministries of Education and Finance. During the course of this project, the alliance will continue to support Ministries of Education in the three target countries with research, data, and other evidence, including testimonies from local communities. This shall lead to bolder, research-based financing plans and solutions, as well as more effective negotiations with Ministries of Finance, that includes civil society actors and their experiences. 

The alliance will also conduct capacity development workshops for CSO partners, dialogue sessions for communities to share experiences, and community developed advocacy plans to spark local community action.
By the end of the project, the TaxEd project will have contributed to:

• Alliance partners have enhanced technical capacity to undertake collaborative cross-sectoral research and transnational advocacy.
• Increased numbers of communities in the target countries working with national level alliances to ensure that local experiences are integrated into national campaigns and advocacy.
• Research on tax policies, practices and potential reforms generate new policy recommendations that can be leveraged to generate progressive and gender responsive tax revenue and financing for public education.
• Duty-bearers are held accountable to global, regional, and national commitments relating to public education financing.
