One Voice for Inclusive and Quality Education in Cape Verde

Through this project, Rede Nacional de Campanha da Educação para Todos, Cabo Verde (RNCEPT-CV) will work to bring about a change in the issue of inclusion, based on an increase in funding for education - a 20 per cent increase in the state education budget by 2026, which would strengthen the training of teachers to work with the marginalised people mentioned above, in all teacher training courses at universities, with the aim of improving access and accessibility for immigrant children and young girls from pre-school to higher education, with an increase in access rates of around 5 per cent per year and to provide the country with inclusive schools with accessible teaching materials.  

RNCEPT-CV will promote actions that give rise to relevant/permanent debates in order to gather input for changing behaviours and attitudes towards educational inclusion and make effective decisions to bring about change in this sector. The existing school estate on the different islands is obsolete, with architectural barriers unsuitable for inclusion (data from the study carried out by RNCEPT-CV shows that newly built schools are more inclusive (the commitment is to list recommendations for the rehabilitation of  100% inclusive schools per year, on 9 of the country's islands). 

The organisation will encourage action with key partners and will take advantage of different educational policy discussion spaces to discuss the importance and implementation of the measures needed to achieve the recommended results. The organisation will push for the creation of a multidisciplinary group to accompany, monitor and evaluate the education policies to be implemented by the government, create and apply a common advocacy plan aimed at influencing appropriate responses, greater investment in the state education budget, the creation of credible measures that benefit the most vulnerable groups and better access and affordability conditions for all.

The project constitutes a continuation of a previous project phase implemented between April 2022 – December 2023. During the previous phase, RCNEPT-CV carried out training activities. The coalition will further draw on synergies for advocacy processes in order to hold the government of Cape Verde accountable, as well as demanding that it fulfils and improves education policies.


During the current phase, the coalition will prioritise advocacy for the consolidation of pre-school education, the inclusion of children with special educational needs, children of immigrant parents, and vulnerable groups, together with improving gender equality throughout the education system. Furthermore, RCNEPT-CV will work to advocate for the improvement of educational infrastructure to guarantee the quality of inclusive education for all. Accordingly, RNCEPT-CV will always make use of dialogue spaces and use meetings and other such opportunities to demand a gradual increase of the state budget for education, and in the end achieve adequate funding for the sector.

Key activities of the current project phase will include: 

  • Conducting a case study on the quality of education in Cape Verde for vulnerable groups.
  • A case study on access conditions and accessibility of schools in Cape Verde. 
  • Workshops to publicise the studies. 
  • Seminars on rethinking pre-school in Cape Verde. 
  • Advocacy training workshops to promote gender equality in education. 
  • Campaigns in the media and social networks to promote gender and improve the quality of education for the most vulnerable and marginalised groups.
  • Meetings with government bodies and specialised committees of parliamentarians to discuss and submit recommendations for reform proposals for pre-school education and the promotion of gender equality in education.
