OC1.3: Bolivia

For the Human Right to Quality and Inclusive Education with a Gender Focus in Bolivia

This project will work to strengthen civil society to advocate for better public education policies, so that every person can access systematic, quality learning. La Campaña Boliviana por el Derecho a la Educación (CBDE) will focus on designing the project interventions to reflect the challenges of the Bolivian education system, so people with disabilities, indigenous people, and LGBTQ+ persons can exercise their right to quality, inclusive and gender-sensitive education.
The project will continue the work of the previous project phase, implemented between April 2022 – December 2023. This project phase is built upon two pathways to change:

  1. Strengthening civil society to enforce the human right to education.
  2. Depatriarchalizing education, through promoting gender equality, preventing violence at school, and provide comprehensive sexual education.

These strategies will entail promoting debate and advocacy on quality education and educational inclusion, to promote the access of marginalised groups. Further, the project will work to consolidate spaces for analysis and debate within national and departmental educational forums and establish a Social Observatory on education that shall collect, generate, and disseminate data and studies on the education of marginalised people. This strategy shall allow CBDE to strengthen the advocacy and demands of civil society in educational policies related to inclusion, quality, and violence prevention. It will also be used to influence local and national educational authorities to define and design new policies and regulations to improve the quality and inclusiveness of education.
Additionally, CBDE will in coordination with the Ministry of Education design and develop teacher trainings on depatriarchalizing education, to build a hub of educational resources for the implementation of pedagogical practices and develop a communication strategy to influence mass media and online education platforms. This second strategy shall constitute the basis of trainings for teachers and influence the timely implementation of educational policies with gender approaches.
Furthermore, the project will involve a broad range of relevant stakeholders. Advocacy and departmental campaigns will be conducted targeting the Ministry of Education, the Plurinational Observatory of Educational Quality, as well as rural and urban municipalities. Awareness raising will be conducted in educational communities, and involve teachers, students, and parents, as well as higher education, private enterprises, and the civil society as a whole. Finally, the project will work to empower national and international NGOs, social organisations, educational networks, youth organisations, and activists.
The articulation of joint work with government agencies, mainly the Ministry of Education and the Municipal Governments, will guarantee the development of actions and processes with lasting impact. Further, by strengthening CBDE as a platform and its internal structure will together with coordination with other civil society networks, also working to enforce human rights and monitor the Sustainable Development Goals to ensure the longevity of the project results.

A previous phase of the project was carried out between April 2022 – December 2023. The current project is part of the EOL extension phase of 2024-2026. Read more about the previous phase of the project here.
