OC2: CSOs working at national level

Education Out Loud provides grants to national civil society organizations working on improving transparency and effectiveness of national education policies under Operational Component 2 (OC2).

Operational Component 2 (OC2) aims at strengthening civil society in promoting transparency and accountability of national education sector policy and implementation, and is supporting projects seeking to:

  • Improve transparency, participation, and accountability in education sector policy dialogue and the processes leading to policy influence.
  • Increase the availability, sources, and variety of information to formulate and act on relevant strategic areas.
  • Mobilize citizens as rights holders for them to play an active role in monitoring implementation of education policies, their financing and implementation – and use this information to hold duty bearers at all levels accountable.

The OC2 component thus aims to ensure that civil society groups in a selected number of countries can undertake strategic multi-level monitoring of education policy and budget implementation and use evidence gathering to develop accountability mechanisms and act on relevant policy solutions.

Ultimately, governments shall become more efficient and effective in delivering quality education services to children and young people, including  marginalized and vulnerable communities. This way the OC2 grantees will contribute to:

  • Data and evidence gathering for policy changes and/or monitoring of government commitments.
  • Strengthen multi-level monitoring. 
  • Strengthen civil society capacity to mobilise citizens.
  • Engage in learning collaboratives and peer learning with other CSOs.
  • Participate actively in national SDG 4 processes and other national monitoring mechanisms of education policies. 

OC2 grantees

OC2 grants can be implemented by a national CSO or by alliances of national and subnational civil society actors.

Listed below are the 14 OC2.3 projects for EOL’s OC2 extension phase covering 2024-2026. The current OC2 grantees are all previous grantees, either continuing their efforts from the previous implementation phase or grantees from the previous Year Zero process.

2. Multiply-Ed 2.0

Country: Philippines
Lead organisation: Center for Youth Advocacy and Networking (CYAN), Inc 
The project: The Multiply-Ed 2.0 will work through youth-led initiatives to ensure resilient, accessible, gender-responsive and accountable education governance particularly at Senior High School Level and focused on marginalised learners. Read more about the project here.
 

3. Interculturality, multi-lingualism, and depatriarchialisation of education in Bolivia

Country: Bolivia
Lead organisation: Fundación Privada de Fieles CENTRO DE MULTISERVICIOS EDUCATIVOS (CEMSE) 
The project: The project works to advance rights to quality education for children and adolescents in the Aymara, Quechua and Guarani of Bolivia, who are challenged by the cultural and linguistic diversity of the country, and the right to a life free of violence. 4. SCORE (Citizen Monitoring of Transparency and Accountability in Education)

Country: Madagascar
Lead organisation: MSIS-TATAO 
The project: The project will capacity build school committees, CSO’s, and school leaders in monitoring and enhancing transparency and accountability to increase children’s access to quality education services. Read more about the project here.
 

5. Educate HER 2- Promoting Gender Equity and Equality in Education in Liberia

7. Citizen-Led Action for Educational Accountability and Responsiveness (CLEAR)

Country: Ghana
Lead organisation: School for Life (SFL) 
The project: The CLEAR project will contribute to equal access to quality basic education for children in deprived areas of Ghana by strengthening transparency and accountability. Read more about the project here.
 

8. Strengthening CSOs for Policy Accountability and Implementation (PRO-RePEM)

9. Promoting transparency and accountability in inclusive education policies for children with disabilities in Vietnam

12. Citizen-led monitoring of learning and social accountability in education in Mozambique
